This position also responsible for the implementation management of CARE Bangladesh’s SUBARNA project funded by FCDO, and ensuring that it is effective in meeting objectives as set out in project proposals by ensuring proper complementary efforts of all humanitarian clusters and working groups in Bangladesh. S/he will act as Budget Holder for the project budget. The project is focused on improvements in emergency needs assessment building on CARE’s and Stakeholders’ experiences.
He/she will lead the Needs Assessment Working Group (NAWG) under Humanitarian Coordination Task Team (HCTT). In the recent past NAWG successfully coordinate with clusters and working groups under HCTT, INGO’s, national and local NGOs and ensure the Joint Needs Assessment (JNA) process for any humanitarian emergency. NAWG also contributed to developing robust assessment tools and methodology, the anticipatory impact analysis of impending disaster, piloted and contextualized global INFORM index, develop tools and methodology for disaster in an urban context, etc. The Program Coordinator will work with stakeholders to continue improving those tools and approaches to take the emergency needs assessment more robust, timely and support evidence-based decision-making process for humanitarian stakeholders, Govt and donors. Currently, NAWG is maintaining more than 50 INGO’s/NGO’s at the national level and 59 national and local NGOs as networking members in coastal and Northern flood regions. Persons need to maintain effective communication, coordination, and relation with them before and in times of crisis.

Job Context
- 1 position, based in CARE Bangladesh Dhaka Office with reporting to the Deputy Regional Director, Program Quality – Asia under CARE Asia Regional Office.
- The duration of the proposed contract will be 6 months from the date of joining.
Qualification:
07 to 08 years experience in multi-sectoral emergency projects and active engagement in emergency needs assessments (preferably knowledge of JNA/MIRA/PDNA)
Masters level academic degree preferably in Disaster Management, information management or any other relevant subject.
Good conceptual understanding of humanitarian strategies and approaches including national Cluster and working group mechanism
Strong facilitation, coordination skills at multi-stakeholders forum level and understand and can maintain coordination with Government counterpart
Strong project cycle management skills, especially in humanitarian response project management
Previous experience of working in UN/INGOs/NGOs.
Sound knowledge of donor policies and procedures and experience of working on DFID funded projects.
Excellent interpersonal communication, leadership, coordination, and management skills.
Demonstrated administrative, financial, and personnel management capacities.
Strong communication skills in both verbal and written in English and Bangla.
Computer skills on MS word, Excel, Powerpoint.
Operational skills of map preparation, data analysis, and data visualization.
Proven writing, knowledge management, and documentation skills.
Excellent oral and written communication skills.
Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.
